Airports modernisation: Experts for pruning bidders' list

THE list of bidders left in the fray for the modernisation and restructuring of Delhi and Mumbai airports could soon be pruned.

Official sources indicated that the report of the advisors to the project suggests that some of the bidders may not meet the specified criterion and therefore their bids should be rejected. The Government will, however, take a final decision on pruning the list only after the issue was examined by the empowered Group of Ministers (e-GoM), sources said.

The four-member e-GoM headed by the Defence Minister, Mr Pranab Mukherjee, is expected to meet shortly to discuss the issue. The Government is keen to shortlist the bidders for both airports by the month-end and hopes to award the contract by the year-end.

The Government has received six bids from top-notch industrial houses for the Mumbai airport and five for the Delhi airport. The bidders for Delhi airport include GMR that had teamed up with the operators of Frankfurt airport, Fraport; Reliance, which had submitted a bid with ASA Mexico; D.S. Construction that had a tie-up with the Munich airport; Macquire that tied up with Airport de Paris; and the Essel Group in association with Turkish airport operator TAV. For the Mumbai airport, a bid was also received from the GVK group, which has a tie-up with the South African Airport.

The Government has already indicated that only those financial bids that match a specified standard will be opened. The process of examining the technical bids started a few days after the deadline for submission of bids expired on September 14 this year.
