Environment `Proposed eco impact assessment, clearance norm will hit growth' Our Bureau
Kolkata , Nov. 15 THE OJC Chamber of Commerce has urged the Prime Minister, Dr Manmohan Singh, to scrap the proposed environmental impact assessment and prior environmental clearance or defer its implementation for at least five years. Recently, the Union Ministry of Environment and Forests issued a draft notification on these two subjects seeking the public's views on the matter. Mr Brij Mohan Agarwal, Chairman of the chamber, has submitted a memorandum to the Prime Minister and other senior ministers of the Union Cabinet against the draft notification. According to him, the proposed environmental impact assessment and prior environmental clearance will adversely impact the economic growth of the region and the country as a whole. "The said notification is practically a re-entry of the licensing era in the disguise of environmental protection. It involves multi agencies, including local inhabitants, who are empowered to object without suggesting any solution or without having any responsibility for growth," Mr Agrawal stated. The OJC Chamber of Commerce is a federation of leading chambers of commerce located in Orissa, Jharkhand and Chhattisgarh. The chamber felt that the notification was a copy of the existing pollution control regulation with the addition of a regulatory mechanism. "To our utter surprise, the notification covers projects related to waste management, which otherwise helps to improve the environment. Further, it covers mineral beneficiation and coal washeries which generates wealth out of waste and also helps in environmental improvement," he added.
