Petition filed against tender norms for convention centre project

A writ petition has been filed before Mr Justice Jayanta Kumar Biswas of the Calcutta High Court, challenging the tender for construction of International Convention Centre of Rajarhat New Town, Kolkata.

The construction is under supervision of the Housing Infrastructure Development Corporation (HIDCO), a Government of West Bengal unit, for which 100 acres was allocated.

The petitioner has sought the cancellation of the entire tender procedure.

The Court will hear the matter on Tuesday.

In the petition filed by Laxmi Realtors Pvt Ltd (LRL) owned by Mr Indrajit Dey, a non-resident Indian, it was stated that a tender was floated by HIDCO for the construction of the Convention Centre, and LRL had offered Rs 433.56 crore for the same.

Mr Prasun Mukherjee, another industrialist, on behalf of Unitech, offered Rs 185.29 crore.

It was stated by the petitioner that HIDCO did not approve the LRL offer.

It was further alleged that after closing of tender date, HIDCO changed the clauses of the tender, stating that financial status and technical expertise shall be considered simultaneously at the time of selection of the successful party.

HIDCO stipulated that 80 per cent marks should be for technical expertise and 20 per cent for financial stability.

For assessing such quality, HIDCO sought to appoint an expert from IIT, and by this process, the Unitech offer was of Rs 437 crore, the petitioner alleged.

It was alleged that the IIT expert gave 16 marks to LRL for technical competence and 20 for financial credibility, totalling 36 marks; Unitech received 68 marks and bagged the project.
