Research & Development Mashelkar asks enterprises to develop R&D capacities Our Bureau

New Delhi , Nov. 21 DR R.A. Mashelkar, Secretary, Department of Scientific and Industrial Research (DSIR) on Monday called for a strategy to create a strong national innovation system by leveraging the country's human talent and employing the knowledge to create intellectual property for individuals. Dr Mashelkar inaugurated the 19th National Conference on in-house research and development (R&D) in the Indian industry organised by the Federation of Indian Chambers of Commerce and Industry (FICCI). He stressed that the strategy should also focus on developing a hassle-free environment to enable companies face competition head on. The two-day conference is to focus on the need for greater promotion of R&D and to work out innovation policies to penetrate down from enterprises to individuals. It would be also looking at building the capacity and competence of public research institutions. In his address, Dr Mashelkar said, "We need to worry about the fact that India does not figure in the top 10 emerging nations in terms of R&D investment by business." He felt that it was imperative that as enterprises develop their own capacities, the Government should chip in through enabling policy and investments and forge public-private partnerships. Dr Mashelkar and the FICCI President, Mr Onkar S. Kanwar, gave away the DSIR National R&D awards for 2005 to 11 companies in nine categories that included chemical and allied industries, drugs and pharmaceutical industries and biotech, amongst others. Emphasising on a `triangular collaboration' between universities, students and the Government, Dr Mashelkar concluded the morning session of the conference saying that the atmosphere has been changing rapidly and that R&D is being given much more importance now.
