WTO UNCTAD chief hopeful of Doha round success Our Bureau

New Delhi , Nov. 28 THE UNCTAD (United Nations Conference on Trade and Development) Secretary-General, Dr Supachai Panitchpakdi, is hopeful that the efforts being put in by countries such as India, Brazil, EU and the US will result in a success for the Doha Development Round before the Sixth Ministerial Conference next month. Addressing the media in the Capital on Monday, Dr Panitchpakdi said, "I am hopeful there will still be opportunities to enhance the clarity of the Ministerial Text." Expressing his support for the developing countries, Dr Panitchpakdi praised India for remaining at the heart of multilateral negotiations. Terming the initial offers made by the countries as "inadequate," he said India could have offered more in terms of opening up its market in areas such as telecom. He highlighted a number of development issues, which included enhanced and predictable market access for developing countries in industrial and agricultural goods and removal of non-tariff barriers. "There should be commercially meaningful market access for developing countries' export of services, particularly the temporary movement of service providers (Mode 4) and in Mode 1," he said. Dr Panitchpakdi sought India's support for UNCTAD in the context of the process of UN reform so that UNCTAD could emerge from the process a more focussed and stronger organisation. He said he had set up an Eminent Persons Group on trade and development issues. He also offered to organise an India Investment Policy Review similar to the events organised for other countries, sometime next year.
