Infrastructure Government - Policy Kerala Cabinet okays Kannur airport project Our Bureau
Thiruvananthapuram , Nov. 30 THE State Cabinet has given final approval for the long-pending international airport project at Kannur. The project, which is proposed to be implemented through public-private participation route, is estimated to cost Rs 930 crore. The work on the airport will be taken up in three phases, according to the Chief Minister, Mr Oommen Chandy. He told newspersons after the Cabinet meeting on Wednesday that the first phase of the project was projected to cost Rs 456 crore and the second phase Rs 95.5 crore. The project report approved by the Cabinet would now be sent to the Centre for clearance. The Chief Minister said acquisition of land for the airport, which would require an outlay of Rs 140 crore, would begin after getting the Centre's approval. Nearly 200 acres of land has already been earmarked for the project. The joint venture will have a debt-equity ratio of 70:30 and the State Government and its institutions will participate in the equity to the extent of 26 per cent. Besides, the Government will seek Rs 120 crore from the Centre as infrastructure viability gap funding. Mr Chandy said the private sector partner would be selected in a transparent manner through competitive bidding. When materialised, Kannur airport would be the fourth international airport in the State after Thiruvananthapuram, Kochi and Kozhikode. The Cabinet also gave sanction to the Kerala State Electricity Board to go ahead with the work on Barapol hydro-electric project at Thalassery in Kannur district. The project, with an installed capacity 21 megawatts, is estimated to cost Rs 98.94 crore. The Chief Minister said the Government would open 23 new veterinary hospitals in the State. This would make Kerala the first state in the country to have at least one veterinary hospital in each village. The Cabinet also decided to appoint Dr M. Vijayanunni as Chief Secretary in the place of Mr C. Ramachandran who has retired. Dr Vijayanunni, who holds a Ph D in population studies, has held the post of Secretary in various departments. A recipient of the President's Census Medal, he coordinated the 1991 and 2001 Census activities.
