Assam Annual Plan size at Rs 3,507 cr

THE Annual Plan size of Assam for the next fiscal year 2006-07 has been determined at Rs 3,507 crore, inclusive of special plan assistance of Rs 360 crore for projects of priority by the State Government.
This was decided here today at a meeting between the Planning Commission Deputy Chairman, Mr Montek Singh Ahluwalia, and the State Chief Minister, Mr Tarun Kumar Gogoi.
Mr Ahluwalia said Assam would be among the principal beneficiaries of the backward region grant fund, employment guarantee scheme and Bharat Nirman Programme, while lauding the State Government for substantially improving growth rate and reducing number of people below the poverty line. He said in order to support the State Government in its efforts to raise market borrowings, the Plan panel would allot additional market borrowing to cover the loan component of normal Central assistance.
In his remarks, the State Chief Minister said that his Government would introduce district plan in a more comprehensive fashion in order to improve the execution of the various programmes. He pleaded with the Centre to consider suitable policy changes in the special industrial policy of 1997. He also sought replantation subsidy for the tea industry and early clearance of the Assam Gas Cracker project.
Mr Gogoi also highlighted the improvement in the State's financial health contributed largely by distinct buoyancy in the tax collection drive.
