THE World Health Organisation (WHO) has appreciated the model evolved by L.V. Prasad Eye Institute in tackling blindness.
The Vision 2020: the Right Sight (1999-2005), a document by WHO in association with the International Agency for the Prevention of Blindness (IAPB), observes that the four-tier pyramid model evolved by the institute offered eye care to people in all strata.
The document gave the status of global visual health during 1999-2005. The period saw a joint initiative launched by the WHO and IAPB to eradicate all avoidable blindness by 2020. The IAPB is a coalition of like-minded non-governmental organisations and civil society, seeking to eradicate blindness.
The 110-page report, released recently, dedicated two pages to highlight the institute's model. "Each year, the institute provides services to approximately 1,85,000 outpatients and performs nearly 23,000 surgeries," the report said.
The International Centre for the Advancement of Rural Eye Care, the public health ophthalmology wing of the institute, evolved the four-tier pyramid structure with a centre of excellence at the top, followed by a training centre, service centre and vision centre.
The report also focussed on the revenue model of the institute. "Clinical fees provide the main source of income that's sufficient to meet all patient-care. The patients are charged on a four-level sliding scale, based on patient choice. The system of cross-subsidisation promotes equity and makes high quality possible," it observed.
Capital expenses were funded through individual and corporate donations. Besides, it had got partnerships with large companies in the ophthalmic industry.
