Amartya Sen for widening impact of economic growth

NOBEL laureate economist Prof. Amartya Sen called for land reforms and increased coverage and efficiency of social infrastructure to broaden the impact of economic growth and bring about transformation in rural areas.

Addressing the 93rd Indian Science Congress here on Tuesday, Dr Sen said there is a need to see how development priorities emanate not only from the value of social equity but also from considerations of efficiency and productivity in rural society and economy.

Citing the case of land reforms, Dr Sen said what began some time after Independence still remained substantially incomplete, after nearly half a century. There were interesting lessons here from the experience of China.

The Chinese political leadership abolished landlordism soon after establishment of the Communist Government. But, they proceeded not to pass on the land to the individual tillers, but to collectives, like cooperatives and communes. The incentive system of collective agriculture gave very little motivation for work of the kind that was needed to raise agricultural productivity.

Citing the suggestions made by the crop scientist, Mr M.S. Swaminathan, to bring about changes in the agriculture sector, Dr Sen said States can benefit from his observations and they have to get their act together. While suggesting expansion of rural production of non-agricultural commodities, he favoured consolidation of rural infrastructure covering power, water and roads.

"The social infrastructure is essential in terms of creating greater opportunities for increasing income and also for enhancing the well-being of rural people, which takes us beyond only income generation. In raising productivity as well as in making lives of people richer and freer, school education and basic health make important contributions," he observed.
