Chamber highlights VAT snags in Kerala

THE Indian Chamber of Commerce and Industry has submitted a detailed memorandum to the Commissioner of Commercial Taxes of the State Government highlighting the practical difficulties faced by the business community after the introduction of VAT.
Earlier, speaking at an interactive meeting organised by the Chamber, Mr Paul Antony, Commissioner of Commercial Taxes, said that there have been issues of lack of clarity, ambiguity, mindset etc since the State is in a transition phase and moving from the Kerala General Sales Tax Act into VAT.
The department, he said is alive to the resultant problems and is trying to give intensive training for officers so that such problems could be solved to a great extent.
With regard to lack of communication with the Commissionerate, he said copies of the circular, notifications etc will be sent to the Chambers of Commerce as and when issued so that dissemination will become faster.
In Kerala, he said registration under VAT has come down below the KGST level. In a multipoint system, registration should increase. In this connection, he suggested that if the Chamber could organise camps for registration, officers would be deputed to attend to this.
Instructions had been issued to the officers for fixing the security for granting registration at realistic levels. The Web site www.keralataxes.org will be revamped and all the details such as VAT Act, amendments, rules, changes etc. will be there, he said.
He also stated that the suggestions put forward by the chamber for setting up a helpline to render immediate assistance would be considered.
The Government is trying to relate entry tax to VAT rules and refund against all applications submitted before February 28 will be given before March 31, he added.
