For a recycling law with teeth

At a recent meeting, the IMO Working group on Ship Scrapping agreed that IMO should develop a new legally-binding instrument on regulation, among other things, for an appropriate enforcement for ship recycling and the instrument should be in place for consideration and adoption in 2008-09 biennium.
