No major changes in conditions for ADB loans: Kerala Minister

THE Asian Development Bank (ADB) has not made any major changes in its conditions for granting assistance to the Kerala Sustainable Urban Development Programme, according to the Local Self-government Minister, Mr Kutty Ahamed Kutty.

He said at a news conference here on Tuesday that ADB had only given certain clarifications on the queries raised by the State Government, especially those relating to levying user charges on water supplied through public taps.

The Minister said ADB had clarified that no user charges be levied, but insisted on meters being installed to monitor water utilisation.

The confusion might probably be on account of a mix-up with the Jalanidhi model where the micro-level drinking water supply projects are run by the beneficiary groups which collect user charges among themselves, he added.

Mr Kutty pointed out that the Jalanidhi model itself was the product of Olavanna drinking water supply project, which was a people's initiative.

Panchayat awards: The Minister announced that Mangattidam panchayat in Kannur district had been selected as the best grama panchayat in the State in 2004-05, while Kasargod and Kozhikode were chosen as the best district panchayat and the best municipal corporation respectively.

The three local bodies will be presented with "Swaraj" trophies and cash awards.

Besides, Thirurangadi (Malappuram district), Pazhayannur (Thrissur) and Perunkadavila (Thiruvananthapuram) have been selected as the best block panchayats and Kasargod, Malappuram and Attingal as the best municipalities in the State in 2004-05.
