Karnataka plans tech fund — Panel to submit industrial policy report

Urging the Government to enhance expenditure on infrastructure development, the KCCI Chairman said it should infuse efficiency into the management of industrial infrastructure by establishing industrial townships.
The new policy should give importance to encouraging more industries in Belthangady, Sullia and Bantwal taluks, he said.

The core committee constituted by the Karnataka Government to advise it on the new industrial policy for 2006-11 will submit its report in three to four weeks' time.

In an informal chat with presspersons on the sidelines of an interactive meeting organised by the Kanara Chamber of Commerce and Industry (KCCI) in Mangalore on Wednesday, the Chairman of the committee, Mr P.P. Prabhu, said the committee had already held discussions with the chambers of commerce and industry in Bangalore and Mysore in this regard.

It would hold interactions with chambers of commerce and industry in Hubli and Gulbarga soon and submit its report to the Government.

Earlier, the KCCI President, Mr A. Srinivasa Rao, who submitted suggestions to the committee for the new industrial policy 2006-11, said technology was the theme of the industrial policy 2001-06.

Stating that the Karnataka Government had proposed to set up a corpus called technology upgradation fund of Rs 100 crore, he said the objective of the fund has not been met.

The Government should consider continuing the technology upgradation fund scheme, he said.

Urging the Government to enhance expenditure on infrastructure development, he said it should infuse efficiency into the management of industrial infrastructure by establishing industrial townships.

Seeking de-regulation of the business environment, Mr Rao said `inspector raj' should be done away with.

"No officer should visit the unit. If they so desire, the party should be called to produce the books at the department," he said. Fines and penalties should be spelt out in advance to avoid scope for dispute, he said.

In the existing industrial policy, Dakshina Kannada district is classified as a developing area. However, Belthangady, Sullia and Bantwal taluks are still economically backward.

The new policy should give importance to encouraging more industries in these taluks, he said.

The existing policy to obtain clearance for setting up an industry should be further simplified, he added.

Prof M.R. Narayana, member of the core committee, was present on the occasion.
