Pilot project on e-filing of company reports

Portal facilitates direct interaction with Ministry

Corporations, professionals and the public at large will no longer need to visit the office of the Registrar of Companies and they will be able to interact with the Ministry, using the MCA21 portal.

Kochi , March 7

India's largest e-governance initiative by the Ministry of Company Affairs (MCA) and a mission project under the Union Government's national e-governance plan was launched here with a comprehensive online portal to enable e-filing of reports by companies.

The e-filing known by the name MCA21 Project was launched on a pilot basis and is a "major step" in the direction of governance reforms, senior officials in the Ministry said. Within the next two months, the MCA21 initiative will be launched across India in 20 offices of the Registrar of Companies.

As part of the new initiative, a facilitation office was opened in Kaloor near here. According to officials, from now on all the documents/applications would be accepted at the office directly or through the MCA portal www.mca.gov.in

The MCA project is being implemented by the Union Government in collaboration with Tata Consultancy Services (TCS) on a build, operate, own and transfer basis. Under the project framework, TCS will be responsible for designing and implementing the project; owning and operating and maintaining the system for a period of six years after successful rollout at all sites.

The new facility implies that from now on corporations, professionals and the public at large will no longer need to visit the office of the Registrar of Companies and they will be able to interact with the Ministry, using the MCA21 portal.

The users will have several options to make payments in the online mode using credit cards or Internet banking facility. Traditional methods like using a bank draft would also be accepted. All directors of companies would be given Director Identification Numbers, which will be a lifetime identification number.

It would be mandatory for all company directors to acquire this identification number in the future for interaction with the Ministry of Company Affairs. The new facility also enables stakeholders to track service requests through a Service Request Number.

Since MCA21 enables electronic submission of forms, a unique digital signature certificate too would be needed for all the stakeholders to interact with the department in the future.
