Chhattisgarh Plan outlay fixed at Rs 5,378 cr

The Annual Plan of Chhattisgarh for the next fiscal year has been determined at Rs 5,378.06 crore, inclusive of a one-time additional assistance of Rs 24 crore and additional resources of Rs 313 crore from the share of Central taxes to be used for special development problems related to tribals and development strategy for dealing with naxalism.

At a meeting convened by the Planning Commission to determine the State plan for the next fiscal, the Planning Commission Deputy Chairman, Mr Montek Singh Ahluwalia, lauded the State for having funded a preponderant portion of its plan outlay from positive balance of current revenue. He urged the State to encourage public-private partnership in the development of infrastructure and offered to help the State Government in evolving models for such partnerships. The State was also asked to bring out a long-term rehabilitation policy for the tribals in the light of fresh investments being encouraged in tribal belts, which might displace them.

The plan panel also underscored the importance of increased emphasis on employment generation, nutrition and healthcare, which would help address the naxalite problem.

Briefing the Commission on development problems, the State Chief Minister, Dr Raman Singh, said the focus of his government was to reduce poverty by 5 per cent by 2007 through creation of more opportunities for gainful employment. He said the State has registered a growth rate of 6.79 per cent during the last three years, which is higher than the Tenth Plan target. Tax revenue to gross State domestic product ratio has increased and interest payment as part of total revenue receipt has remained stable.
