SERC projects Rs 184.63-cr surplus for KSEB in '06-07

The Kerala State Electricity Regulatory Commission (SERC) has projected a surplus of Rs 184.63 crore for the Kerala State Electricity Board (KSEB) in 2006-07.

The board had, in November 30, 2005, submitted before the commission that it expected an aggregate revenue requirement of Rs 3,997.51 crore and revenue receipt of Rs 3,694.73 crore for the year, leaving a revenue gap of Rs 302.78 crore.

SERC has now issued an order saying that it has approved an aggregate revenue requirement of Rs 3,680.53 crore and revenue receipt of Rs 3,865 crore for the KSEB in 2006-07. This means that the board would make a surplus of Rs 184.63 crore as against a revenue gap of Rs 302.78 crore projected by the KSEB.

The order, issued on Thursday, says the commission arrived at the new revenue requirement and revenue receipt figures for the year after giving "sufficient opportunity to all stakeholders and the board" to express their views, It had also considered the views of the State Advisory Committee and those expressed during the public hearing.

tariff plan sought

The commission has directed the board to submit a detailed tariff petition by April 30, 2006, with complete supporting data and analysis. Till the issue of a tariff order, the board can continue with the existing tariff and other charges.

The commission has said the board should be in a position to achieve a minimum of 2 per cent loss reduction in transmission and distribution, from 24.95 per cent to 22.95 per cent, in 2005-06. During 2006-07, the commission wants the board to reduce the loss by a further 2.5 per cent to 20.45 per cent.
