Policy Logistics - Airlines `Give civil aviation policy statutory status' Our Bureau
New Delhi , April 4 The Government needs to finalise the civil aviation policy and give it a statutory basis in the shape of a new civil aviation Act, the M.K. Kaw committee report on restructuring of the Directorate General of Civil Aviation has suggested. The committee, which submitted its report to the Minister for Civil Aviation, Mr Praful Patel, on Tuesday, also suggested that DGCA should be statutorily notified as the "sole" apex body for "safety and economic regulations" of the sector. The report also calls on DGCA to act as a catalyst for the growth of the manufacturing sector. The report has also said that there was no need to convert DGCA into an authority as this might make it commercial in its outlook and affect it effectiveness in performing sovereign functions. The committee has also suggested the setting up of a National Civil Aviation Advisory Committee to lay down policy and review them from time to time. The report has called for the creation of an Indian Civil Aviation Service to man the various positions in DGCA.
