Dabhol power to cost between Rs 4.50-5.70 per unit

The use of naphtha in restarting the first phase of the Dabhol power project could result in power costs of between Rs 4.50 and Rs 5.70 per unit when the 740 MW station gets going from next month.

Speaking at the sidelines of a function here marking the conclusion of meetings of the Carbon Sequestration Leadership Forum, Power Secretary Mr R. V. Shahi said the embattled project could be restarted before May 1 and that efforts were on to restrict the cost of power to under Rs 5.70 per unit.

This is, however, way off the Government's initial cost estimates, according to which power was to be generated by the project at around Rs 2.30-2.50 per unit. The use of expensive naphtha to restart the project has led to the steep increase in the expected power generation costs. The project — now run by Ratnagiri Gas and Power — will use naphtha till long-term natural gas supplies are tied-up.

Talking about the proposed ultra mega power projects, he said the Government has now decided to set up two more projects in Orissa and Andhra Pradesh. With the addition of these two projects, the Government is now working on a total of seven projects. Each of these would have a capacity of 4,000 MW and entail an investment of Rs 15,000 crore.

Like other power projects, Power Finance Corporation will set up companies to help get the projects take off. The other five projects are being set up in Sasan (Madhya Pradesh), Akaltara (Chhattisgarh), Mundra (Gujarat), Ratnagiri (Andhra Pradesh) and Karwar (Karnataka). The Sasan and Mundra projects have received over 30 bids each with all domestic power players including Reliance, Tatas, Birlas and State-owned NTPC Ltd. submitting Expressions of Interest for the projects.
