Hyderabad , April 20 In a bid to provide an easy access to electronic filing of annual corporate returns with the Registrars of Companies (RoCs) across the country, the Ministry of Company Affairs (MCA) has decided to permit three professional agencies to run the additional facilitation centres currently being proposed to be opened at several locations, the MCA Secretary, Ms Komal Anand, has announced. The Institute of Company Secretaries of India, Institute of Chartered Accountants of India and the Institute of Cost and Works Accountants of India would be permitted to run the facilitation centres at rates to be decided by the Ministry soon, she said. Addressing professionals of the three agencies here on Thursday on the eve of launching of MCA-21, the e-Governance project of the Ministry, Ms Anand said the Ministry has set up 53 facilitation centres. They would be manned by technology partner, Tata Consultancy Services Ltd, which would support free e-filing of documents by corporate houses with the 20 offices of RoCs. Viewing that these 53 facilitation centres currently set up would not at all be sufficient to support the huge e-filings by over 7.2-lakh registered companies in the country, she said the Ministry would seek applications from these professional bodies shortly for opening more facilitation centres. Having already connected the RoCs of Coimbatore, Ernakulam, Pondicherry, Delhi, Jaipur, Pune, Ahmedabad and Hyderabad to the e-Governance project, the Ministry now proposes to cover rest of the RoCs by May-end. As a part of this, the RoCs at Bangalore, Mumbai and Gwalior are set to go online next week.
Proactive steps
Elaborating the proactive steps of the Ministry for facilitating business climate in the country, she said efforts are under way to comprehensively revise the Companies Act, which is in tune with the changing business requirements. The new Company Bill is likely to be tabled in Parliament soon. Stating that the Limited Liability Partnership Act is also being drafted, she said it would find its due place in the form of an enactment soon. Further, the Ministry had recently taken steps to notify 29 Accounting Standards through a wider process of consultation with the stakeholders. This would introduce an element of transparency in disclosures in the working of corporate sector and would facilitate the investment flow from abroad, she said.
