Turtle deaths

This refers to "Orissa coast becoming `largest turtle graveyard" (Business Line, April 23): The Orissa Government is fully responsible for not preventing the illegal act and for not protecting the turtles. But who is to take action against the Government? Would the Centre step in? Or could the Supreme Court give direction?
