Chinese reticence

Indians have much to learn from the Chinese on how to keep things to oneself. During the recent visit of an Indian business delegation to that country, members tried hard to find out how China had managed to shift polluting industries from major cities to the outskirts. Though the Chinese officials talked about incentives and tax-breaks to the shifting industries, they were reticent in giving out the details. Similarly, asked how Beijing was coping with the migration to the capital, all that one could get out of the Chinese was, `yes, they had a settlement and rehabilitation plan,' but no details. If Indian industrialists were looking for some bright ideas they did not get much.
