Sweeping clauses

Bureaucratic red tape has interesting fallouts. While the government-owned BSNL is floating mega tenders for procuring telecom equipment worth $5 billion, the Department of Telecom has invited bids from kabadiwallahs to dispose its accumulated waste — newspapers, waste paper, torn records and, believe it or not, `sweepings'. The tender has some funny conditionalities too. One, for instance, says waste-paper must be removed from the raddi godown at least once in a month, on a working day, during normal working hours and in the presence of officers of the department... Another says, "No sorting shall be permissible. The weighing scales and weights, however, will be provided by this office." Sources say that the DoT expects almost 10,000 kg of waste every year. Obviously, DoT officers will now have some additional workload. Last heard, raddiwalahs of Delhi worth their salt were queuing up for the contract.
