Management blames `recalcitrant' unions; union leaders allege anti-worker policies

Vizianagaram , May 8

The management of the Nellimarla jute mill near here declared lockout on Sunday night, announcing its inability to run the mill.

The mill, employing 5,000 workers, is one of the major ones in the State.

Notices were stuck on the mill gate, blaming "the recalcitrant attitude of the unions" and "the consequent disruption due to frequent strikes, hartals and dharnas" for the current state of affairs.

Under the circumstances, the management stated, it would no longer be possible to run the mill, which had already been referred to the Board of Industrial and Financial Reconstruction.

Mr P. Prasad, the union leader belonging to the Indian Federation of Trade Unions, rebutted the charge of the management and described the lockout as "illegal and unwarranted." He said the management had been trying for some time to reduce the wages of workers, introduce contract labour and suppress the rights of workers. The management is squarely responsible for the unrest in the mill and the unions would fight out the issue, he declared.

The mill workers staged a demonstration in front of the gate on Monday morning and then dispersed. Prohibitory orders were imposed and the police force was deployed at the mill.

In a bid to cut losses, the mill management had been trying for some time to prune the wages, often resulting in friction between the workers and the management. Several reconciliation meetings had been held by the labour department at Visakhapatnam, but to no avail.
