Letters Kerala story
This is with reference to "Decentralised planning a success: Study," (Business Line, May 12). The study has highlighted the achievements of decentralised planning in Kerala. During the years, there had been quite a good number of such studies and academic discussions on the functioning of the Panchayat Raj Institutions (PRIS) of Kerala. Along with that, the new study report of the Planning Board is significant at a time when there is going to be a change in the political set up. Kerala has taken the lead in strengthening the process of democratic decentralisation by supporting and assisting local initiatives, devolving funds, functions and functionaries to the local bodies and making them vibrant bodies of self-governance. But these institutions have not risen to the occasion. Many of the shortcomings pointed out in the study would not have arisen if the most important Constitutional body at the grassroot level the Grama Sabha had functioned effectively. There is also an urgent need to empower these local bodies with more autonomy. They should have the freedom to draw up plans and projects based on the wishes of the people through the Grama Sabha and expend their funds accordingly. K. J. Kurian Thodupuzha
