Agricultural Policy Food Safety Bill in Parliament this week Our Bureau
New Delhi , May 16 "The Group of Ministers has cleared the formulation of the proposed Food Safety Bill today," said the Minister of State for Food Processing Industries, Mr Subodh Kant Sahai. He said that having cleared all the hurdles in the Bill formulation, the Food Safety and Standards Bill would be introduced in Parliament this week. At present, 13 different laws affect the food and the food-processing sector.
Single regulator
The Bill seeks to set up a single regulator that will put in place food standards and regulate manufacturing, import, processing, distribution and sale of food products. To be called the Food Safety and Standards Authority of India, the body will consist of members from various ministries, and representatives from State Governments, the food industry, consumer organisations and even farmers' organisations. The enforcement of the legislation will be through the State Commissioner for Food Safety and Panchayati Raj/ municipal bodies. The proposed Food Bill not only incorporates the salient provisions of the Prevention of Food Adulteration Act, but is also based on international legislations, instrumentalities and food safety norms. It will formulate mechanisms and guidelines for the accreditation of bodies engaged in the certification of a food safety management system for the food business. The proposed Bill recommends that the penalty for selling sub-standard food could extend to Rs 5 lakh, while for selling misbranded food, it could be as much as Rs 3 lakh.
