Maharashtra Stamps Dept revenue increases

The reform process in the Department of Registration and Stamps, Maharashtra Government, has led to the increase in revenue from Rs 1,800 crore in 1999-2000 to Rs 5,000 crore in 2005-2006, said Mr Nitin Kareer, Commissioner of Pune Municipal Corporation and former Inspector General of Registration & Controller of Stamps, Maharashtra.

He was addressing the media on Wednesday at a discussion on the latest Word Bank report `Reforming Public Services in India'.

Reform initiatives

The report documents 31 reform initiatives undertaken in the public administration sector across 10 States in the country. The reforms in Department of Registration and Stamps have been highlighted as a major success story in the report.

Mr Kareer said that change came about due to consultative process among all the stakeholders in the Registration office. The changes in the delivery standards at the Registration office were also communicated to the common people.

"The crucial point in the reform process is that there is a need for balance between utility of reforms and nuisance created by the vested interests who are opposing them," Mr Kareer said.

Also addressing the media, Mr Vikram Chand, Senior Specialist, World Bank, said that reform process could be achieved in the Registration Department only by having sustained dialogue with staff and by giving them better amenities.
