Outlook South Eastern Coalfields identifies items to be sourced from local units Badal Sanyal
Ancillary concept Private entrepreneurs were welcome to produce the identified new list of items. Ancillary industries concept was introduced in 1986. The objective of the concept was to encourage local entrepreneurs to set up manufacturing facilities of various items within the command area of the company. The company could meet its requirement from local sources.
Kolkata , June 8 As part of the new ancillary industries development programme, the Bilaspur-based South Eastern Coalfields Ltd (SECL) has identified 10 more manufacturing items, which could be sourced by the company from local units. The company is currently procuring a total of 36 items from 56 local ancillary units, which have been developed since SECL was established in 1986.
New list of items
A senior executive of SECL recently told Business Line that the private entrepreneurs were welcome to produce the identified new list of items within the SECL command area. The items are: low pressure suction pipe, pipe fittings, C/D type couplings, lighting cable, ICTP & ICDP switches, cap lamp bulbs, water bottle, explosives box, first aid box and similar items, fish plates, paint and bulk head light fittings.
Objective
He said that the ancillary industries concept was introduced in 1986 with the objective of encouraging local entrepreneurs to set up manufacturing facilities of various items within the command area of the company so that the company could meet its requirement from local sources. The other objective was to help generate employment opportunities. Ancillary status Though the scope of ancillarisation in SECL is limited as compared to other PSUs in the engineering sector such as BHEL and BEML where end-products are assembled constituting large number of parts of components, he said that SECL has identified certain items which are fast moving and can be developed by the small-scale sector for which ancillary status was being awarded in phases.
Facilities
Moreover, certain facilities are being extended to these units, such as issue of tender documents free-of-cost, exemption from payment of security deposit and earnest money deposit, purchase preference, order to the extent of 100 per cent or limited to their capacity if ancillary unit becomes lowest bidder and order to the extent of 50 per cent of the tendered quantity if ancillary unit confirms L-1 price.
