The proposal, which was cleared by the State Cabinet, said that the joint venture company would be formed by the Orissa Hydro Power Corporation (OHPC) and Orissa Mining Corporation (OMC). Theplant will be set up in the district of Dhenkanal and Angul.

The project will be completed in two phases of 1000 MW each at a cost of Rs 4000 crore in each phase.

The debt equity share shall be 70:30, in line with the existing norms prescribed by the Central Electricity Regulatory Commission.

The setting up of the thermal power plant would ensure availability of adequate power to meet the consumer demand and sustain the economic growth, the Chief Secretary, Mr. Subas Pani, told presspersons after the Cabinet meeting.

Currently, the State has 114 MW of surplus power and with rapid load growth due to industrialisation and rural electrification programme, the energy requirement in the State will outspace the energy availability by 2008-09.

The three companies with which MoUs were signed are GMR Energy Ltd of Bangalore, Nababharat Power Pvt Ltd of Hyderabad and TamilNadu-based Mahanadi Aban Corporation Ltd. GMRwill set up a 1000 MW coal-fired plant at Kamalangain Dhenkanal district, while Nababharat Power and Mahanadi Abanwill set up power plants of 1040 MW and 1030 MWrespectively in Angul and Dhenkanal districts.
