New Delhi , June 14 To expedite the Rs 5,460-crore Assam Gas Cracker Project (AGCP), officials from the Ministry of Chemicals and Petrochemicals, which is the nodal ministry coordinating the follow-up action, will soon meet Assam Government officials to finalise details for land acquisition and guidelines for skills upgradation. The immediate task is land acquisition and skills training for workers, the Minister of State for Chemicals and Fertilisers, Mr B.K. Handiqui, told Business Line. The implementing agency, GAIL India Ltd, would be asked to formulate a comprehensive manpower recruitment plan in consultation with the Assam Government. This would also involve development and upgradation of technical skills among the locals, particularly those trained in the local ITIs and other institutes. There is also the likelihood of serious political repercussions, which may delay work on the project, if there is large-scale induction of workers from outside, sources said. After receiving the guidelines, GAIL is expected to prepare its plan of action within a month. The plan would first be discussed internally in the Ministry of Chemicals and Petrochemicals and later taken up for consultation with oil PSUs such as OIL and Numaligarh Refinery Ltd, as well as the Planning Commission, officials said. The focus is on overall upgradation of skills in the area because the project itself would not create more than a few thousand jobs, but the down-line industry would provide opportunity for a surge in industrial activities for which the Ministry is trying to put a support structure in place.
