The Hindu Business Line : Govt to include welfare programmes in national e-governance

The Union Government is likely to add a new project called `e-district' to the National e-Governance Plan (NeGP) to cover local high-volume services, thus taking the total number of Mission Mode Projects (MMPs) under the plan to 27.

The cost of this project could be close to Rs 1,000 crore spread over five years, although the final calculation is yet to be arrived at. "e-district will include large number of applications that citizens come to Government for, which are high volume and involve low processing. These could include applications for ration cards, birth and death certificates, application for house site and old age pension, and caste certificate.

It will encompass all welfare benefit programmes including National Rural Employment Guarantee (NREG) scheme," Union Government sources said.

The proposal to add the project to the existing list of 26 MMPs was given an in-principle go-ahead on June 13 by an Apex Committee chaired by the Cabinet Secretary.

It has been entrusted the task of overseeing implementation and providing policy and strategic directions to NeGP. Sources said those applications — which have not been covered under existing MMPs — would be included under the new project. e-district would be implemented as an integrated sector project through the State Governments.

At present, NeGP covers 26 MMPs and eight support components to be implemented at the Central, State and local Government levels, entailing an estimated cost of Rs 23,000 crore over the next five years.

The MMPs under Central Government category include Income-Tax, Passport and Visa, MCA 21, Insurance, Central Excise, National ID, Pensions, Banking and e-Post, while those clubbed under the State Government are Land Records, Road Transport, Agriculture, Treasuries, Municipalities, Gram Panchayats, Commercial Taxes, Police and Employment Exchanges.
