Restructuring ONGC revamp to be in place by year-end Pratim Ranjan Bose

Kolkata , June 23 ONGC is planning to implement its Exploration Rejuvenation Campaign (ERC) latest by December 2006. Considered to be the second biggest organisational revamp in the company in recent times, the campaign aims at appointing acreage managers for all 178 exploration acreages under seven basins in the country. These key managers will be responsible for evaluating the respective blocks, suggest measures, take decisions and execute the same. The managers will be reporting to the Director (Exploration) by-passing the existing system whereby all kinds of activities in a basin are governed by the basin managers, who, in turn, report specific issues to the respective directors, leading to delay in decision-making and overlapping of responsibilities. It has found the present system as the prime cause behind the high rate of failures in exploration activities. "We have already made some progress in identifying the people for the position of key managers, who will lead a dedicated team of geo-physicists in the acreage and will be responsible for the outcome," a senior company official told Business Line. "We hope the new structure will be in place by December." After hitting a dry well and a series of road-blocks to the rest of the exploration schedule, ONGC has now changed its exploration strategy in Bengal offshore block in the Sunderbans. "There is no immediate plan for resumption of exploratory drilling in the block as we are reviewing the data for assessing any possible existence of shallow gas," the official said. It was previously scouting for gas at deeper levels.
Relocating rig
Having suffered a delay in launching exploratory drilling at the MN-OSN-97/3 shallow water block in the Mahanadi basin owing to non-availability of rig, ONGC is now planning to move a rig (Aban-2) from KG basin to the coasts of Orissa for deepwater drilling.
