Rate proposals It is a mandatory requirement for the ports in the country to submit a proposal to the TAMP once in three years and the revision proposed should be calculated as per the norms laid down in the guidelines of the TAMP.
Kochi , July 4 Mr A.L. Bongirwar, Chairman of the Tariff Authority for Major Ports (TAMP), will hold a joint hearing with port users and other interested parties on July 14 on the proposal of the Kochi port to enhance the scale of rates of various cargoes. The port had proposed an overall increase of 40 per cent in the existing rates of various bulk and break bulk cargoes handled in the port. A senior official in the port said that it is a mandatory requirement for the ports in the country to submit a proposal to the TAMP once in three years and the revision proposed should be calculated as per the norms laid down in the guidelines of the TAMP. He pointed out that the present scale of rates was introduced in January 1999 and that has not been revised since. However, the port has proposed to review the scale of rates by 25 per cent in 2002, but was rejected by TAMP. The port has to submit the review proposal only in the case of bulk and break bulk cargoes as the rates of container cargoes is looked after by the container terminal operator India Gateway Terminal and the crude oil import rates by Kochi Refineries Ltd on account of a bilateral agreement with them. Meanwhile, the Cochin Steamer Agents Association has sought a personal hearing with the TAMP Chairman to put forward its views on the proposed composite charges on board and shore terminal works and the association is awaiting a favourable response from the TAMP officials. It is understood that the steamer agents had filed a representation to the authority to review the implementation of its order in allowing IGT to levy stevedoring charges. The association also appealed to maintain status quo until the settlement of the labour dispute by the trade unions before the Labour Commissioner in this regard.
