FCS extended for commodity boards

The Government has approved the extension of flexible complementing scheme (FCS) applicable to scientists and technologists holding scientific posts in scientific and technology departments and engaged in scientific activities and services, to the scientists of commodity boards covering coffee, rubber and spices.

An official statement issued said the extant scheme was one of the recommendations of the Fifth Pay Central Commission, which restricted it to scientists and technologists in scientific and technology departments only.

For 3 boards

But after taking charge, the Minister of State for Commerce, Mr Jairam Ramesh, initiated extensive interaction with commodity boards on this issue as well as the Ministry of Finance and Department of Personnel and Training. Accordingly, it was decided to extend the scheme to the three commodity boards.

The scheme takes effect retrospectively from July 6, 2006 when the order was issued.

LEVELS

In Coffee Board, FCS would be introduced up to the level of scientists D and in spices and rubber boards up to the level of scientists C.

The respective boards out of its approved budget will meet the expenditure involved in the implementation of the scheme and no additional funds will be provided.

Booster

Mr Ramesh said with the FCS in place, the scientific efforts of the boards would get a shot in the arm and they would be in a far better position to attract and retain scientific and technological personnel.

It is expected that around 54 scientists in the rubber board, 24 scientists in the coffee board and 19 in spices board will immediately benefit from this scheme.
