Mumbai blasts

This is with reference to the bomb blasts in Mumbai and Srinagar. There may be merit in the Pakistani Foreign Minister's suggestion that terrorism in India will not cease until the Kashmir question is resolved.

A `proactive' Kashmir policy rather than a `status-quoist' one vis-à-vis Pakistan may perhaps help India.
