There have been quite a few instances of bureaucrats pulling a fast one on journalists. In one case, a reporter meeting a senior official at a social do sought an appointment in the subsequent days. "You are welcome any time,'' was the pleasant response. The journalist waited out the weekend and called the officer the following day. When he told officer's staff the reason for calling, they politely replied that the officer was retiring that very day and was in fact at the farewell meeting organised by colleagues.

Another journalist, after a long wait for an appointment with a Secretary to one of the economic ministries, was delighted when it finally came through. But then he realised that the person had just been shifted to another Ministry in which the scribe had little interest.
