Toppers in labour ecosystem index

The India Labour Report 2006 also gives a ranking of Indian States based on a labour ecosystem index constructed using three variables: Labour demand, labour supply and labour laws.

A State has to have high levels of all three sub-indices for it to fare in the top rankings in overall labour ecosystem index. Delhi, Gujarat and Karnataka have topped the list here.

A worrying factor, says the report, is the fact that States that have the highest population growth and resultant high labour force growth are at the bottom of the pile. "It is these States (Assam, Uttar Pradesh, Bihar, Jammu and Kashmir) where the need for greater employment generation will be the highest and it is precisely these States where the overall labour ecosystem is the poorest," says the report.

The top three States in the labour demand ecosystem are Gujarat, Goa and Himachal Pradesh, followed by Delhi and Rajasthan.

Here, investment is perhaps the most important component of ensuring that economic growth occurs and therefore greater employment opportunities are created.
