Chennai , Aug. 30 The Tamil Nadu Government will frame a policy for use of molasses and its distillation to address the needs of all the users depending on molasses as raw material.
Raw material
The policy has to address the needs of sugar mills, which get molasses as a by-product during sugar production, distilleries and Indian made foreign liquor (IMFL) manufacturers, which need molasses as a raw material, farmers and the state-run Tamil Nadu State Marketing Corporation (Tasmac), which controls wholesale and retailing of liquor.
Usage
According to the policy note of the Prohibition and Excise Department tabled in the Assembly, the objective is to use the molasses from the sugar mills for use in distilling spirit, ethanol for the automobile fuel programme, the IMFL units and other users through an integrated supply chain.
Revenue earnings
During April-July 2006, excise and sales tax on IMFL earned the State Rs 2,293.09 crore, a 17 per cent growth over the corresponding period last year. During 2005-06, earnings from liquor were Rs 5,660.38 crore when it sold 229.22 lakh cases of IMFL. The State's estimated revenue from IMFL in 2006-07 is Rs 6,965.04 crore. IMFL accounts for about 20 per cent of the State's revenue. On the ethanol-blended petrol programme, which is now implemented in nine districts, the State Government will take action to create facilities for the production of ethanol in all sugar mills. This will enable oil companies to expand the programme Statewide. Of the 38 sugar mills in the State, private (19), co-operative (16) and public sector (3), 12 private sector mills and two co-operative sector mills have distilleries producing spirit from molasses.
