Spectrum: DoT may opt for VLR-base

According to industry estimates, there could be a 10 per cent difference between the subscriber base counted on the basis of the VLR and the present system.

In a bid to check spectrum hoarding, the Department of Telecom is looking at changing the way of allocating fresh spectrum to Code Division Multiple Access (CDMA) mobile operators. The DoT is planning to allocate radio frequency based on the subscriber base as per the operator's visitor location register (VLR) instead of the current method of calculating the subscriber base according to the connections sold. VLR takes into account only those connections that are active at any given point of time while the existing system counts all the connections or SIM cards that have been pushed into the market by the operator.

Uniform policy

In the present system, even those connections which are still in the distributor's supply chain are counted. According to industry estimates, there could be a 10 per cent difference between the subscriber base counted on the basis of VLR and the present system. DoT has already specified VLR-based calculations for GSM operators. The move to bring the CDMA operators under the VLR system is being done to make the policy uniform.

DoT had earlier decided to allocate spectrum based on an operator's subscriber base. However, some of the mobile operators who are yet to get the 3rd and 4th carrier licence are not in favour of the DoT move. They said that a number of operators had already been given spectrum based on the existing scheme and therefore it would be unfair to new operators.

"The proposed move to take VLR into account means that operators who are yet to receive spectrum will have to achieve higher subscriber base for the same amount of spectrum that has already been taken by some of the existing operators at a lower user base," said a CDMA operator.
