The Commerce Ministry has slipped on a significant point about outsourcing and job losses in the US in its discussion paper on offering higher education services to foreigners, at the on-going services negotiations at the World Trade Organisation. Stating that the US was world's No 1 educational destination and that in 2004 nearly 14 per cent of all international students in that country were from India, the Ministry has made a case that the US has benefited enormously through revenues generated from the education sector. "Hence, when evaluating the net benefits from trade in services, the US should factor in these gains and not just overstate the job losses through outsourcing... '' says the Commerce Ministry paper.
