Simplify tax laws

This is with reference to "Invest time in framing new tax code" (Business Line, September 16): Why has the law become so complicated? Whenever a law is introduced it is with a noble intention. But then, the unscrupulous take advantage of the loopholes. And the law is amended to plug such loopholes.

Thus, the present state of the law. One wonders what the Finance Minister means when he says he plans to simplify tax laws. For one, the penalty and penal provisions can be made stricter.

For example, whatever is found unaccounted for — money, bullion, jewellery, etc. — should be confiscated by the government and not returned to the assessee. This could make many more assessees declare their income promptly. Will the Finance Minister take such stringent steps?
