In the current situation, where the economic rate growth is witnessing a steady increase and is even seen to accelerate, the necessity for the government to conform to the fiscal responsibility and to find funds to bridge the rural-urban divide is paramount. Misgivings between the Planning Commission and the Finance Ministry will be disastrous.

Hopefully, constructive suggestions will be accepted in the right spirit. Both the Finance Ministry and the Planning Commission need to come up with schemes that satisfying their objectives, such as drawing foreign exchange reserves to kick start the public private partnership in extending health services to Tier II and Tier III towns.
