Chinese concerns

The Government seems to be in two minds about allowing Chinese investments into the infrastructure sector. Two new container terminals at Mumbai and Chennai ports have been inordinately delayed because a Chinese company, Hutchison, is in partnership with Indian companies for these projects.

Similarly, Chinese telecom major, Huawei, has been not been allowed to supply telecom equipment to public sector BSNL though a consortium led by Chinese company DQE has bagged the contract for GAIL's Dahej-Uran pipeline. Before that, another Chinese company was involved in a pipeline project for Reliance.

If journalists are confused about the Government's view on Chinese investments in infrastructure, Beijing is equally baffled about New Delhi's stand. Since they have not been able to get a clear picture, Chinese officials have now started sharing their concern with the media in the hope that a clarification comes before the planned visit of their Prime Minister to India later this year.

Off the record, however, Indian officials have told some scribes that in most cases, it is difficult to find out who the actual owner of some of the Chinese companies is, and hence the security concerns.
