New Delhi , Sept. 7 The Centre will make it mandatory for the State governments to look into the type of land that would be acquired before it sends its recommendations for setting up Special Economic Zones (SEZs) and other industrial projects, the Minister for Industry and Commerce, Mr Kamal Nath, said here on Saturday. First priority would be given to wasteland, he said. The compensation package, too, would have to be decided at the State Government-level because the compensation for an acquisition in Delhi would not be the same for a rural district in a State, he added. At an interactive session on `Building Infrastructure: Challenges and Opportunities' organised by the Planning Commission, the Minister was reacting to the West Bengal Industry Minister, Mr Nirupam Sen's request to amend Land Acquisition Act centrally and have a uniform system of compensation. Mr Nath pointed out that the Land Acquisition Act was not a stumbling block because it was a subject in the Concurrent List of the Constitution on which both the Centre and States can legislate. The State governments were free to make necessary amendments to suit their respective local needs, he pointed out. He said that land acquisition for industrial projects and SEZs would give first priority to wastelands, second would be non-agricultural lands followed by non-prime agricultural lands. No SEZ projects are approved without State Government clearance. The State governments should ensure that land needed for industrial purposes is not prime agricultural land," he said.
