`More clarity on health cover needed'

There is still a wide gap between what we know about health insurance and how to go about implementing it," said Ms K. Sujatha Rao, Additional Secretary, Ministry of Health & Family Welfare. "We need to be clear about the kind of benefit package that we are deriving out of health insurance, the disease burden and incidence level of serious ailments," she added. Ms Rao was addressing the second day of the International Conference on Micro Health Insurance titled Developing Pro-Poor Health Insurance in India, organised by FICCI, Erasmus University, Rotterdam, and University of Cologne with the support of the European Commission. She also emphasised the need for health reforms where human resources and skills were concerned.

Dr Meenakshi Datta Ghosh, Secretary, Ministry of Panchayati Raj, suggested that the Government adopt a grassroots upward approach for its health programmes. "Do not do at a higher level what can be done at a lower level. The down-up approach will minimise duplication and waste and maximise on role clarity in designing programmes and its implementation," said Dr Ghosh. She also urged micro health insurance companies and organisations to use Panchayati Raj institutions to widen reach out to a greater population.
