The Union Cabinet has approved the setting up of Community Radio Stations (CRS) by non-profit Organisations (NPO) and educational institutions. Only NPOs working with the community for more than three years qualify, on condition that the station airs educational, developmental, social and cultural programmes produced specifically for the local community.

The organisations seeking licences for CRS must also be registered under the Registration of Societies Act. While State agriculture universities, Krishi Vigyan Kendras, voluntary organisations, all public trusts registered under the Societies Act or other relevant acts qualify, individuals, organisations associated with politics or banned by the Union and State governments, or run for commercial benefits will not be granted licences.
