NO CONSENSUS REACHED: The ageing Mullaperiyar dam, located within Kerala territory but owned, operated and maintained by Tamil Nadu, has seen periodical wars of nerves between the two State Governments over the dam's safety. Kerala has objected to Tamil Nadu attempts to raise the water level and divert more water to Tamil Nadu's farmlands. Tamil Nadu has been arguing that all important dam-strengthening measures as suggested by a Central Water Commission inspection team have been completed as early as in 1988. Officials of the two States have since conducted many rounds of talks but have not achieved any breakthrough. The latest round of talks is between the Chief Ministers of the two States, set for November 29 in Delhi.
