The big let down

The newshounds looking for some clues about `independent thinking' within the Government on contentious issues were left a disappointed lot. With the Finance and Commerce Ministries openly sparring on the issue of Special Economic Zones, scribes turned to the Approach Paper to the Eleventh Plan to find out what the Planning Commission had to say on this .

The Commission, after all, is expected to take a dispassionate view on policies.

Well, this is what it had to say: "The SEZ programme has generated good response... and a large number of applications have been approved in principle and several more are in the pipeline.

"However, there are concerns... that there can be large loss of revenue on account of tax concessions for exports of goods and services that are already being exported without such concessions."

So what is the Commission's take on the controversy? "These concerns would need to be addressed and where necessary adequate safeguards put in place."

Scribes were left equally clueless about the controversial issue of FDI in retail. On this, the Commission states, "... this is an area of policy where there are different views and we need to evolve a consensus keeping in mind the balance of advantages and disadvantages... "

If the Government is looking for some wisdom from the top economists, it will find itself as clueless as the jurnos.
