Karnataka to streamline e-procurement process

In a bid to streamline the process of e-procurement that is being done by several departments, the Karnataka Government on Friday announced a public-private partnership initiative to set up unified platform in collaboration with Hewlett Packard.

The proposal, which will see the implementation of the system on a pilot for two months, will integrate seven key departments that are among the largest procuring organisations of products and services. The full integration of various other departments are expected to be completed in two years.

Announcing the project here, the Chief Secretary, Ms Malati Das, said the project would increase the efficiency and transparency in public procurement and it would help in maintaining a clear picture of procurement activities on a real-time basis. Karnataka's annual procurement of products and services is estimated to be Rs 13,000 crore.

Ms Das said the government has set up a procurement cell, which would act as a nodal agency for coordinating and administering the implementation of e-procurement across multiple departments.

The five-year agreement signed between the Government and H-P envisages no cost to the Government, H-P would be helping with software and services and is projected to earn Rs 32 crore on the revenue share principle, said Mr Chawla.

The e-procurement platform would initially be integrating seven departments such as the Karnataka Residential Institutional Society under the Social Welfare Department, Karnataka State Highway Improvement under Public Works Department (the largest procuring organisation with an annual tendering worth Rs 1.200 crore), Krishna Bhagya Jala Nigam Ltd under the Water Resources Department, Karnataka Power Transmission Corporation Ltd in the Energy Department, Sarva Shiksha Abhiyan under the Education Department and Karnataka Drugs Logistics and Warehousing Society under the Health and Family Welfare Department.

He said the platform would also help about 40,000 contractors doing business with the Government as it would be incorporating the contract management system and project management system to streamline the complex procurement and execution of public projects.
