Centre urged to amend Lottery Act

Karnataka has urged the Centre to amend the Lottery Regulation Act, 1998 to curb the sale of lottery tickets of other States.
It would bring a Cabinet decision to regulate the sale of lottery tickets in the State, if the Centre did not accede to its demand, said Mr Ramachandra Gowda, Minister for Science& Technology, Small Savings and Lotteries.
"If the Centre does not act in two months, the State Cabinet will take a decision and declare Karnataka as lottery-free State," Mr Gowda told mediapersons here on Tuesday.
Mr Gowda said, if a total ban on Internet lotteries was not possible, the terms of "paper lottery", "Internet lottery" and "computerised lottery" should be clearly defined and also the States must be empowered to frame appropriate rules to curb the lotteries' growth. He said the Home Minister had assured that a Committee headed by the Union Home Secretary would come out with its view soon. However, even after two weeks since the memorandum was submitted, there was no word from the Centre.
The State Government's move comes in the wake of an earlier attempt to curb the lottery craze had failed when the Karnataka High Court, on June 2, 2006, set aside the Government order stating that a State Government that conducted lotteries, whether paper or online, could not ban lotteries run by others.
