Kerala Road Safety Bill introduced

Will advise Govt on safety policies; enforce safety standards


A one-time cess will be levied and collected on every motor vehicle used or kept for use at the rates specified for such vehicle
The proceeds of the cess levied and collected together with fines, interest and fees recovered, will be credited to the Consolidated Fund
After deducting the expenses of collection and recovery, the remaining amount shall be transferred to the Kerala Road Safety Fund.

Thiruvananthapuram , Dec. 27

The first day of the special three-day-long session of the State Assembly saw the introduction of the Kerala Road Safety Authority Bill, 2006.

The Bill seeks to replace the Kerala Road Safety Authority Ordinance, 2006, by an Act of the State Legislature. It could not be introduced in, and passed by, the last session of the Assembly that ended on October 26.

Piloted by the Transport Minister, Mr Mathews T. Thomas, the Bill proposes the constitution of a Kerala Road Safety Authority and the establishment of a Kerala Road Safety Fund.

specific powers

The Authority will advise the Government on road safety policies; prescribe and enforce road safety standards and procedures; formulate schemes, projects and programmes relating to road safety and coordinate work thereof with concerned agencies and departments.

The Minister of Transport will be the Chairman of the Authority and the Minister for Works, the Vice-Chairman. The Road Safety Commissioner will be the Chief Executive Officer. The State Chief Secretary will head the Executive Committee of the Authority.

A one-time cess will be levied and collected on every motor vehicle used or kept for use in the State at the rates specified for such vehicle for the purposes of this Act. The proceeds of the cess levied and collected together with fines, interest and fees recovered, will be credited to the Consolidated Fund of the State. After deducting the expenses of collection and recovery, the remaining amount shall be transferred to the Kerala Road Safety Fund.

credits to fund

Among other amount that will be transferred to the Road Safety Fund are grants, loans or advance by the State Government/Government of India; contributions from public or private institutions or organisations; and compounding fee collected as mandated by specific clauses.

The fund will be utilised for purposes of conduct of road safety programmes, awareness programmes, purchase of equipment, funding of approved studies on projects and research, providing assistance or relief to accident victims and trauma care programmes, among others.
